They are not illegal, mod-tools are official pieces of software from the creators and owners of the ip, modifications and add-ons have helped a lot of software production ( not just gaming), they work with their own launcher so they don't affect the main game.
This also includes pornography, content that promotes cheating or griefing, information about hacking or modding content on a console, PC, or other device, spoilers (whether it be about Halo or not), real or fake.So caution, this will get the ban-hammer as soon as the modders see it sadly!
